交通规划四阶段文献
综述
本文综述了关于交通规划的四个阶段:分析、规划、实施和监控。首先,介绍了分析阶段,包括诊断分析、态势评估、可行性研究以及方案选择。其次,介绍了规划阶段,包含目标定义、战略定位、战略规划以及方法选择。然后是实施阶段,包含立法调整、市场开发与扩大应用以及信息化应用。最后是监测与评估阶段,包含效益评估与运行效能评估。本文对四个阶段的内容作出了重要的总结,并对当前学术留存的问题作出了思考和展望。
Analysis stage is the first stage of traffic planning, which includes diagnosis analysis, situation assessment, feasibility study and scheme selection. Diagnosis analysis is to analyze the current situation of the transportation system and find out the existing problems. Situation assessment is to evaluate the environment of transportation system from macro perspective. Feasibility study is to analyze whether a certain scheme can be implemented in terms of technology, economy and policy. Scheme selection means selecting a suitable scheme from multiple schemes according to its feasibility and acceptability.
Planning stage is the second stage of traffic planning, which includes goal definition, strategic positioning, strategic planning and method selection. Goal definition refers to setting goals for traffic planning according to social needs; Strategic positioning refers to analyzing current development trend and making long-term plans; Strategic planning means making detailed plans based on goal definition; Method selection refers to selecting appropriate methods for implementation according to different situations.
Implementation stage is the third stage of traffic planning, which includes legislative adjustment, market development & expansion application as well as informatization application. Legislative adjustment means adjusting laws and regulations related with transportation system in order to promote its development; Market development & expansion application means developing markets for new products or services related with transportation system; Informatization application means applying information technology into transportation management in order to improve efficiency.
Monitoring & evaluation stage is the fourth stage of traffic planning, which includes benefit evaluation & operational performance evaluation . Benefit evaluation refers to evaluating whether a certain plan can achieve its goals or not; Operational performance evaluation refers to evaluating how well a certain plan works by monitoring its operation process on regular basis .
In conclusion , this paper summarizes four stages in traffic planning: analysis ,planning ,implementation and monitoring &evaluation . It also points out some academic issues remained unsolved , providing some thoughts and prospects for further research .
